   Work First is based on the premise that all individuals have the responsibility to work and provide for their families. Although the Work First program is not an entitlement program such as Medicaid and Food and Nutrition Services, our unit strives to complete thorough assessments with each family seeking services through our agency. These assessments are used to ensure appropriate services are being made available to each family rather than just applying for a monthly Work First Benefits check.
   In Richmond County, Work First is divided into two parts: WFFA (Work First Family Assistance) and WFES (Work First Employment Services). Families have two workers working as a team to help each family become independent from welfare as quickly as possible.
   Effective October 1, 2009, North Carolina implemented a new method for issuing Work First Family Assistance payments to families called Work First Benefits. Under this new method, families must first provide proof of compliance with all provisions of their Mutual Responsibility Agreements (Part 1 and 2) prior to receiving their benefit check.
   With the assistance of a Work First Employment social worker, families entering the Work First program are expected to develop their own Mutual Responsibility Agreement. The Agreement would outline the steps they are willing to take to self-sufficiency. The Plan would incorporate such activities as job training, literacy programs, volunteer work placements and paid employment. The family must also make certain their children have updated immunizations and regular medical checkups. Each school aged child must also be attending school regularly. The Work First Benefits program focuses on the health and well-being of the family unit as a whole. Non compliance of either Mutual Responsibility Agreement would result in the family not receiving their benefit check.
   Support services are provided as needed to families working with the Work First program. Services would include, but are not limited to transportation, childcare assistance, limited assistance with job skills training and educational expenses and assistance with the purchase of work-related equipment.
